June 16 – The Chinese Minister of Justice chose Rome in April 2003 to announce, during a visit to the National Council of Notaries, the adoption of Italy’s model in China. In April 2010, a Chinese delegation of notaries attended a training course in Rome, organized by Italy’s Ministry of Foreign Affairs, the International Union of Notaries and the National Council of Notaries, on “Latin Notaries in Modern Societies.” This fruitful collaboration continues today with a memorandum, signed in Rome, to strengthen the legal cooperation system. “The initiative takes place under the auspices of the International Union of Notaries and stems from a collaboration project with the Chinese notary that seeks to increase information exchange and promote Italy’s model as a world-class excellence – explains the National Council of Notaries – Since 1993, the Chinese have been interested in notary systems for: public records’ preventive control (real estate, corporate, marital status); the analysis of legal techniques for the preparation of contracts regarding real estate and corporate matters; and the study of tax law, money laundering, survey system and mapping of real estate.” Since 2003, China, after having examined the differences in methods and costs of the common law and civil law systems, decided to adopt the civil law system, already adopted in 85 countries worldwide including 22 of the 28 member countries of the European Union.
